Judge Victoria S. Marks retired from the bench in 2009 after 21 years of service – 15 years as a Circuit Judge and 6 years as a Family Judge.  Judge Marks has presided over hundreds of trials and has conducted thousands of settlement conferences in diverse areas of law, including personal injury, medical malpractice, legal malpractice, wrongful termination, sexual harassment, real estate disputes, condominium disputes, commercial matters, construction defects, trust & estate disputes and divorce. 

During her career on the bench, she served as the Criminal Administrative Judge and was assigned as the Lead Judge of the Domestic Division. 

 In 2003, Judge Marks was named the first Jurist of the Year, an annual award given by the Hawaii Judiciary.  In 2003 she also received the Distinguished Service Award by the Hawaii Joint Police Association.  In 2006, Judge Marks was recognized as one of the top 500 Judges in the United States by Law Dragon. 

 Judge Marks served as Chair of the Standing Committee on the Rules of Evidence for 9 years (2000 – 2009); served on the Judicial Education Committee from 1991 – 2009; was Chair of the Standing Committee on Pattern Criminal Jury Instructions; served on the Bench/Bar Committee from 1997 – 2009; and served on the Judicial Administration Committee of the Hawaii State Bar Association for many years.  In addition, Judge Marks was an Assistant Clinical Professor and an Associate Clinical Professor at the University of Hawaii, School of Public Health.

 Prior to her appointment to the bench, Judge Marks was the Supervising Attorney for the Regulated Industries Complaints Office of the Hawaii Department of Commerce and Consumer Affairs.  Before her government work, Judge Marks was in private practice handling personal injury, antitrust, construction, and commercial disputes.

 Currently, Judge Marks serves as a director of the following organizations:  The Mediation Center of the Pacific; United Cerebral Palsy Association of Hawaii; Hawaii Women’s Legal Foundation; The American Judicature Society – Hawaii Chapter; and The Hawaii Soccer Association.
